the trouble is that in English we would say it totally differently.
e.g. during the start up phase, we need to do this and that
Then, once the thing is up and running, we will move on to phase 2 which consists of
OK - that is just off the top of my head but think in English how you would express the idea, say if you were interpreting, and you'll see what I mean

This is one of those terms that have a multitude of possible translations, depending on the context.
Grand dictionnaire terminologique gives "en-route phase" for "phase de croisière" with the following definition for the origin of the term: "Partie du vol qui va de la fin de la phase de décollage et de montée initiale jusqu'au début de la phase d'approche et d'atterrissage."
But I'm not sure that really conveys the intention in your passage.
In medicine, the "dose de croisière" is the "maintenance dose" while in finance the "année de croisière" is the "reference year". "Vitesse de croisière" is sometimes translated as "commercial speed". Now that seems to me closer to what you need! My suggestion would be to use "market launch phase" and "commercial phase".
